William brings extensive regional knowledge and over 28 years of experience with GE in a variety of roles. In his current role, he leads GE’s regional growth initiatives with focus on Power, Renewables and Healthcare.

William started his career with GE as a field engineer working on installation and commissioning of drilling rigs, gas turbines and steam turbine power plant equipment. He then progressed to site project management positions covering power projects in Egypt, UAE and Hong Kong. William took on several sales and quality management positions before being promoted to GM of GE Energy Services Sales for Middle East, Africa and India. He then transitioned in 2003 as the National Executive for Iraq, Kuwait, and the Levant countries; where he led GE’s growth initiatives in the region until 2007.

Prior to rejoining GE, William worked in the construction industry with CCC’s Corporate Audit team, where he advised the Board on Enterprise Risk. He also supported special initiatives related to renewable energy and waste-to-energy opportunities. William served as Director of Enara Energy Investments in Jordan, and as the Vice Chairman of CEGCO (Central Electricity Generation Company of Jordan).

William is a certified Six Sigma Master Black Belt, and holds BSc degrees in Electrical and Mechanical Engineering from Union College (NY, USA), and an Executive MBA from the American University of Beirut.

Mr. Al-Menayes is an economic advisor for the Kuwait Fund for Arab Economic Development for the past 2 decades.

He previously served as an economist and assistant economic advisor for the Kuwait Fund for Arab Economic Development.

Mr. Al-Menayes served as a Board Member at the Kuwait Small Projects Development Company.

Mr. Al-Menayes participated in economic and financial evaluation for over 90 projects in agricultural, transportation, power, water and sanitation, and social sectors.  Conducted macroeconomic studies for Kuwait Fund reports, in the field of structure, policy and economic performance, as well as monetary and fiscal policies, economic sectors, and external sector for several development countries including; Egypt, Syria, Oman, Lebanon, Sudan, Yemen, China, and various African countries.

Michel is the Citi Country Officer of Citibank N.A. Lebanon since March 2016.

In this role, Michel has direct responsibility for all local regulatory relationship, risk management, internal controls and corporate leadership. Michel has been with Citi Lebanon since October 1995, and has held a number of positions during his two decades with the company. He has been serving as Head of Treasury &Trade Solutions in the country since 2007, and named Head of Corporate Banking in 2013.

Prior to this, Michel worked in the Financial Institutions Group, Internal Controls and Cash Management Operations during his time with Citi. He holds a Bachelor of Business Administration and a Bachelor of Science in Biology from the American University of Beirut.

Michel maintains active community involvement. He currently is a Board Member at the American Lebanese Chamber of Commerce and Vice Chairman of Injaz-Junior Achievement Lebanon, a non-profit organization dedicated to educating students about work readiness, entrepreneurship and financial literacy through hands-on training programs.

حصل على شهادة الإجازة في الهندسة المدنية من جامعة تشرين في اللاذقية عام 1982، وبعدها على دبلوم الدراسات المعمقة ومن ثم الدكتوراه في علوم النقل من المدرسة الوطنيّة للجسور والطرق بباريس عام 1991.

بعد عمله كباحث زائر في المعهد الوطني الفرنسي لبحوث النقل وسلامة المرور، عاد إلى سورية عام 1993 ليساهم في تعديل الخطة لتدريسيّة لقسم هندسة المواصلات والنقل في كليّة الهندسة المدنية بجامعة تشرين، وليتولى تدريس مقررات تحليل نظم النقل وتخطيط النقل المديني وإدارة شبكات النقل الجماعي في نفس القسم.

ساهم في تقديم عدد من الخدمات الاستشارية في مجال النقل في سورية، وسمي عضواً في المجلس الاستشاري لوازرة النقل ومجلس إدارة المؤسسة العامّة للمواصلات الطرقية بدمشق ورئيساً لمجلس إدارة الشركة العامة للنقل الداخلي في اللاذقية، إضافة إلى تكليفه بتنسيق أعمال الفريق المكلف بإعداد الخطة الخمسية العاشرة في مجال النقل.

سميّ وزيراً للنقل في الجمهورية العربية السورية بين شباط 2006 ونيسان 2011، حيث تم تنفيذ الخطة الخمسية العاشرة في مجال النقل بنسبة 96%، وتم تفعيل مشاركة القطاع الخاص في تجهيز وتشغيل محطات الحاويات في مرفأي اللاذقية وطرطوس وفي تقديم خدمات النقل الجوي وخدمات النقل الداخلي المنتظم في المدن السورية، كما تم تخفيض العدد السنوي لوفيات المرور بنسبة 25% بين 2007 و2009 بالتزامن مع ازدياد أعداد مركبات النقل وحجوم النقل الطرقي خلال نفس الفترة.

بعد انتهاء مهمته الوزارية عاد إلى تدريس هندسة الطرق والمواصلات في الجامعة العربية الدولية في دمشق، ومقررات إدارة وخطط وسياسات السلامة المرورية في ماستر إدارة السلامة المرورية الذي أحدث في جامعة القديس يوسف في بيروت بدءاً من أيلول 2012.

عيّن مستشاراً اقليمياً لشؤون النقل واللوجستيات في لجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا، الإسكوا، بدءاً من أيلول 2014، حيث قدم عدداً من الأوراق الفنية وأوراق السياسات المتعلقة بشؤون النقل واللوجستيات في المنطقة العربية وتأثير الأزمات والنزاعات الإقليمية على خدمات النقل والتجارة وسبل تحسين سلامة المرور. ويعمل حالياً على تنسيق صياغة نظرة استراتيجية مشتركة لتطوير النقل متعدد الأنماط بين البلدان العربية بما يعزز التكامل الاقتصادي ويساهم في تحقيق التنمية الشاملة والمستدامة في المنطقة العربيّة.

With more than 40 years of solid experience in Business and in communications and information technology, Eng. Helmy lead numerous executive management positions in two of the top Fortune 100 multinationals; namely NCR/ AT&T and Oracle in the United States of America, Europe, Middle East and Africa. Also, He has contributed to the development of the societies in Egypt and MEA through chairing the Chamber of Communications and Information Technology, a member of the American Chamber of commerce and numerous positions as a Board Member and Board of Trustees in many organizations, institutions, academic and research centers and NGOs

In January 2013, Eng. Ate Helmy assumed responsibility as Egypt's Minister of Communications and Information Technology, where he chaired the Boards of the National Telecommunications Regulatory Authority (NTRA), the Information Technology Industry Development Agency (ITIDA), and the National Telecommunication Institute (NTI). He also chaired the Board of Trustees of the Information Technology Institute (ITI), the Technology Innovation and Entrepreneurship Center (TIEC), and oversaw the institutional development of Egypt Post.  

Eng. Helmy was responsible for Egypt's transformation into the global digital economy, as envisioned in the National ICT Strategy 2013-2020.

In Recognition of his efforts, professionalism and leadership, Eng. Helmy has chaired the World Summit for Information Societies (WSIS +10) high-level event in Geneva in June 2014, and was awarded the Golden Medallion from the International Telecommunication Union (ITU) for his active role.

Prof. Gehan Saleh is an economics advisory for the Egyptian Prime Minster. She is professor of financial Economics and International Business. She is a former dean of College of International Transport and Logistics at the Arab Academy of Science and Technology. Former board member of the Egyptian holding company of food processing. Dr. Saleh also worked as an economic consultant for the Egyptian Federation of chamber of commerce, Consultant for the ministry of internal trade and supply chain. Consultant for the ministry of Transportation.

She has a PH. D degree and a Master's degree in economics and finance from the University of Illinois at Chicago. She also holds a Masters of Arts in International and Development Economics from the American University in Cairo. She worked as an Economics Professor at Northwestern University and Loyola University in the United States.

Prof. Saleh also worked as a researcher with the IMF, the World Bank and the Federal Reserve Bank in the United States. She has led and participated in various projects and research with the EU and USAID.

Over the years, she participated in a number of consultancy projects for the Middle East and the United States. She has also received various awards for her achievements in research and Education.

Ms. Ghada Fathi Waly has been appointed Minister of Social Solidarity in Egypt since March 2014, she is the Coordinator of the Inter-Ministerial Committee for Social Justice and she chairs The Executive Council of Arab Ministers of Social Affairs in the League of Arab States.

H.E. Ms. Waly is the Chairperson of Nasser Social Bank, a pro-poor developmental financial institution. She chairs the boards of National Center for Social and Criminology Research, National Fund for Drug and addiction Control and the National Authority of Social Insurance which serves 25 million Egyptians. She also sits on the board of the Social Housing Fund in the ministry of Housing and Urban development, the board of the unplanned settlement fund, the board of the youth fund, and the National Management Institute.

Ms. Waly served as the Managing Director of Social Fund for Development SFD, a multi-million dollars SME’s Fund. Assistant Resident Representative for Poverty reduction at the United Nations Development Program (UNDP) where she was responsible for coordinating the MDGs reports and launched the National Strategy for Micro Finance. She served as Micro Finance and Access to Finance Advisor to the Chairman of Egypt’s Financial Supervisory Authority and Executive Committee Member. She was Program Director of CARE International in Egypt, working in Poverty Alleviation in Upper Egypt. She was elected Co-chair of SMEs donor’s subgroup for six years.

Ghada Waly holds an MA and a BA from Colorado State University, USA in Humanities; she also holds a diploma in international development and a diploma in Project Management.

She has been voted the most influential woman in Egypt in 2016 according to Baseera Public Opinion Research Center and has been chosen by Forbes Middle East amongst the ten most powerful Arab women in government for 2015, 2016 and 2017.

His social activities include the Makassed Philantropic Islamic Association in Beirut as a Member of the Board of Trustees, a Member of the Lebanese-Chinese inter-parliamentary friendship committee, a Member of the Lebanese-Tunisian friendship committee and Treasurer of the Comité des Proprietaires- Ouyoun As Simane.

Mr. Kassar is born in 1964 and holds a Bachelor’s degree in Business Administration from the American University of Beirut.

Sofana Dahlan is an accomplished Saudi lawyer and social entrepreneur. She holds the prized distinction of being among the first three female lawyers to have been granted the permit to practice law in Saudi Arabia.

Dahlan has served as a legal consultant in different parts of the Arab world including Saudi Arabia, Lebanon, and Kuwait. Dahlan was also the Vice Governor for Entrepreneurship Advancement at the Small and Medium Enterprises Authority of Saudi Arabia from 2016 to 2017, making her the first Saudi female senior economic policymaker.

Most recently she has enrolled at King’s College, London in order to pursue a PhD in Culture Media and Creative Industries specializing in: The Obstacles Facing the Development of Creative Industries in Saudi Arabia: A Deep Dive into Intellectual Property Infringement and its Implications.

Dahlan is also the founder of many social enterprises that focus on developing the creative industries in the region.

She is the founder of Tashkeil – a Saudi based social enterprise that incubates, accelerates and promotes creative entrepreneurs. She is also founder of Kayan Space and Studios – a membership-based environment for creative professionals, entrepreneurs and freelancers. In 2013, Dahlan initiated, the Saudi National Creative Initiative (SNCI) which is a collaborative creative knowledge transfer platform that was established in 2013. Stimulated profoundly by Dahlan’s passion to work with youth and the Saudi Vision 2030, SNCI aims to map and understand the Saudi Creative Industry in order to reinforce creativity and utilize the youth to unleash its full potential and drive Saudi Arabia to a knowledge-based economy.

Dahlan is an active member of the board of directors of Khadija Bint Khuwailid Centre - a businesswomen and lobbying enter at the Jeddah Chamber of Commerce and Industry. She is also serving on the Executive Board of Namaa Almunawara.

Mr. Bassel El Khatib is Chief of the Arab Regional Division, Directorate of Programme Development and Technical Cooperation, at the United Nations Industrial Development Organization (UNIDO).

Prior to his current position, he has served for seven years in the UNIDO Agribusiness Development Department, managing technical assistance programmes and projects on agro-food industrial development in various countries of Africa and the Middle East; mainly achieved through the establishment of large industrial infrastructure projects, such as industrial parks.

Earlier, he had been appointed acting Deputy Director of UNIDO Regional Office in Abuja, Nigeria, leading and managing projects in West Africa on agro-industries development.

Early in his tenure at UNIDO, he has been leading initiatives on post-crisis industrial rehabilitation and food safety programs in Lebanon, playing the role of Coordinator of the Food Safety Panel (2002 – 2007) mandated to draft the National Food Safety law.

Mr. El Khatib is a Lebanese national and holds a PhD in Industrial Economics & Management received at the Czech University of Life Sciences, in Prague, Czech Republic, and a M.Sc. in Agricultural and Food Sciences as well as a Bachelor on Agricultural Engineering from the American University of Beirut, Lebanon.

Currently Dr. Hashim Dr. Hashim S. Hussein is the Head of the United Nations Industrial Development Organization, Investment and Technology Promotion Office in the Kingdom of Bahrain (ITPO Bahrain), and the Arab International Centre for Entrepreneurship and Investment (AICEI). He is also the Executive Director of the World Entrepreneurs Investment Forum, the Secretary General of the Maritime-Continental Silk Road Entrepreneurs Alliance, and the Elected Vice Chairman of the Maritime-Continental Silk Road Cities Alliance.

He has a rich experience in the field of Industrial Development, Investment and Technology Promotion, MSME development and Entrepreneurs for the past 30 years. He is a strong international advocate for Women’s Economic Empowerment. Holds a PhD (Honors) in International Law from the Universite de Nantes, France; and obtained a Doctoral Research Programme from the University of Maryland at College Park, Centre for International Development and Conflict Management (CIDCM), Maryland, U.S.A in the year 1989. He has worked at various levels in different countries like USA, Egypt, Sudan, Austria and the Kingdom of Bahrain. 

He joined UNIDO in 1991 as a Program Officer eventually became the Head of UNIDO-ITPO in 1996. Dr. Hussein is also the Director of the AICEI in which he played an instrumental role in its establishment in Bahrain in 2001. Through AICEI, he initiated and developed the Enterprise Development & Investment Promotion Program (EDIP) which is currently implemented in over 52 countries from Uruguay, Africa, the MENA region and all the way to China. In addition, to that the AICEI has provided capacity building programs to 5,000 experts in the area of promoting domestic and foreign investment, Entrepreneurship and MSMEs.

 فبعدما تخرجت من كلية التجارة جامعة القاهرة عام 1985، بدأت مسيرتها المهنية بالعمل في البنك الوطني للتنمية

إنتقلت للعمل في البنك الوطني المصري (بنك الكويت الوطني حالياً)، فقامت بتأسيس أول إدارة متخصصة للتجزئة المصرفية بالبنك

قامت بوضع بتصميم شامل للمنتجات التمويلية والسياسة التسويقية التي أدت إلى الإستحواذ على شريحة سوقية كبيرة خلال مدة وجيزة.

التحقت للعمل بالصندوق الإجتماعي للتنمية في يناير 2005، ونظراً لخبرتها في وضع السياسات الائتمانية عملت على تطوير آليات وأساليب التمويل وساهمت في إعداد أول سياسة إئتمانية لتمويل المشروعات الصغيرة ومتناهية الصغر بالصندوق الاجتماعي للتنمية في إبريل 2005.

ومن أجل تنويع قنوات التمويل وضرورة تنويع المنتجات التمويلية بالصندوق الاجتماعي للتنمية ترأست مجموعة العمل التي قامت بوضع أسس وضوابط وإجراءات الإقراض المباشر.

ومن ثم ترأست قطاع الإقراض المباشر وأولته أهمية كبيرة وقد ساهم ذلك في الإرتقاء بمعدلات أداءه، فخلال فترة زمنية قصيرة لم تتجاوز الخمس سنوات بلغت محفظة الإقراض المباشر حوالي مليار جم.

وفى عام 2012 ترأست القطاع المركزى لتمويل المشروعات الصغيرة بالصندوق، وخلال فترة توليها رئاسة القطاع تمكنت من تحقيق معدلات نمو غير مسبوقة.

حيث ساهمت في إعادة صياغة العلاقة مع كافة الجهات الوسيطة في مجال تمويل المشروعات الصغيرة، وجذب بنوك جديدة للعمل مع الصندوق والمساهمة في وضع سياسة تعريفية لتلك البنوك بماهية المشروعات الصغيرة وآليات تمويلها وساهمت مع إدارات تلك البنوك في صياغة إستراتيجية لتمويل المشروعات الصغيرة.

خلال الفترة من 1/7/2014 حتى 31/12/2018 بلغ إجمالي ما قام الجهاز بضخه من تمويلات للمشروعات الصغيرة ومتناهية الصغر مبلغ حوالى 20.3 مليار جنية بما يعادل 52 % من إجمالي التمويلات التي تم ضخها منذ نشأة الصندوق حتى نهاية عام 2018 والبالغة 39 مليار جنيه مصري.

ومن أهم مظاهر تنويع قنوات التمويل والمنتجات التمويلية التي استحدثتها لتمويل المشروعات الصغيرة "التمويل من خلال شركات التأجير التمويلي" إيماناً منها بأهمية بالدور الكبير الذى يلعبه هذا القطاع في تحقيق التنمية الاقتصادية الشاملة.

واستكمالاً لسياستها وإستراتيجيتها في تنويع المنتجات التمويلية الموجهة إلى المشروعات الصغيرة فقد شاركت في وضع أول سياسة إستثمارية للصندوق الاجتماعي للتنمية كما ساهمت في إطلاق أول برنامج تمويلي موجهة لأصحاب الأفكار الرائدة والمشروعات الإبتكارية من خلال قيام الصندوق الاجتماعي للتنمية بالمساهمة في رؤوس أموال تلك المشروعات حيث أصبح الصندوق الاجتماعي للتنمية أول جهة في مصر تقوم بتنفيذ هذا الأمر.

ونتيجة لإنجازاتها الكبيرة التي حققتها منذ إلتحاقها بالعمل في الصندوق الاجتماعي للتنمية فقد تم إختيارها لتكون أول أمين عام للصندوق الإجتماعى للتنمية (سابقاً) من داخل المؤسسة فى نوفمبر 2016

وهو أعلى منصب تنفيذي في الصندوق الاجتماعي وذلك حتى تتمكن من إستكمال مسيرة النجاح التي بدأت في عام 2005.

وبعد قرار إنشاء الجهاز ليحل محل الصندوق الإجتماعى وإدماج بعض الكيانات الأخرى، وتم إختيارها لتكون أول رئيس تنفيذى لجهاز تنمية المشروعات المتوسطة والصغيرة ومتناهية الصغر.

Gretchen Biery is a senior professional in the field of development finance and governance reform with 20 years of experience. In April 2018, she was appointed as the European Bank for Reconstruction and Development’s Head of Lebanon Office. Prior to this, she held strategic and operational positions in the multilateral development banks (MDBs) and the U.S. Treasury Department, including Director of the Office of MDBs. She worked for the World Bank in several countries, including Lebanon and Afghanistan, helping governments improve their financial management and service delivery capacity. 

Beyond her career in the public sector, she also worked as a political risk consultant advising multinational companies on investments in complex environments. She started her career in the U.S. Congress advising on policy issues such as banking, transportation, energy, and environment.

Gretchen has a master’s degree in international relations and economics from Johns Hopkins University School of Advanced International Studies (SAIS), and an undergraduate degree in international political science from the University of Louisville.

Ms. Diala Chaar is a Project Manager at the Lebanese Republic’s High Council for Privatization and PPP (HCP). She held this position since November 2006.

Ms. Chaar has led major corporate restructuring projects in the telecom and power sectors and has contributed extensively to the development of reform strategies for both sectors. She is currently in charge of the transport sector at the HCP.

Additionally, Ms. Chaar has been involved in all efforts made by the HCP since 2007 to get the Lebanese Parliament to enact Public-Private Partnership (PPP) legislation. In this role, she has helped draft the proposed law, lobbied for it, participated in conferences to promote the proper use of PPP in Lebanon, and worked with World Bank and United Nations teams on related activities.

Since 2015, Ms. Chaar has been actively contributing to the work of the United Nations – Economic Commission for Europe (UNECE) on their objective of promoting PPP globally through being involved in the UNECE’s initiative regarding the development of international standards for women empowerment through PPP. She is also currently leading the International Specialist Centre of Excellence in PPP for ports that the HCP is hosting, in agreement with the UNECE.

Prior to joining the HCP, Ms. Chaar worked for 10 years both in Lebanon and abroad in the banking and telecom sectors, where she held various positions at Bank Audi and at Investcom. She holds a Bachelor of Arts in Economics and a Master of Business Administration from the American University of Beirut.
